You're at school for 7 hours each day, maybe more, maybe less. There is this weird person that follows you around all the time, bothers your friends, ruins your style and other stupid things weird things that none other person in school does. Let say your trying to win a girlfriend or boyfriend, and you turn around and he's listening to everything you say. This could break your hopes of what you're seeking, and it should stop now.

Talk to the person directly. Tell him/her exactly what he/she is doing to you and how it makes you feel. Be nice, because you don't want to hurt this person's feelings. If he immediately starts to argue,don't yell at him (and defidently don't draw attention, you don't want him being even more lonely).
If he just confronts you with "This is the first time I've followed you today!", tell him okay, but please don't folow me anymore, it's a little weird. Evaluate the situation one last time, and if it needs further actions, talk with the councilor nicely about it.

Don't overdo it. Remember that this is a stupid and weak call for help. That person may have absolutely no friends and just tags onto your cool group (in which he thinks) for no reason but image.
Find him some friends, maybe that's all he wants. A friend.
Maybe this guy even likes you a bit, so don't try to break his heart when you're telling him to stop following you. Explain that it is bothering you a little and that you feel strange with him following you all the time.
